The research theme is to analyze the economic growth of the Vale do Paraíba Paulista in Brazil, and at the same time as their bases to identify a model of unbalanced growth, constitute the main objective of this work. The regional imbalance is treated with the inability to design a system that provides stable equilibrium. It is shown that by moving away from equilibrium, the trend in the growth dynamic imbalance is to increase regional inequality. The issue of inequalities is analyzed based on formal models of the two main theoretical approaches - the growth of convergent and divergent growth. The influence of technological progress as a factor in determining inequalities is, ultimately, exploited, because it is associated with the variable effects of propellants and urbanization process of industrial consolidation. The proposed fundamental and conclusive character is to seek ways and means of counteracting the regressive effects that converge to minimize the conflict between efficiency in resource allocation and equity in the distribution of the fruits of technological progress. Overall, the study integrated policy instruments that promote a more balanced growth in terms of space, suitable for studies of industrial organization and the Regional and Urban Economics. The study results were intended to show that economic development in the region of Vale do Paraíba Paulista occurred unevenly, and, consequently, contributed to increasing economic disparities-social and technological change. The unbalanced development manifested by spatial diversity, which includes factors such as population, position in employment, occupation and housing were in these variables, the largest database that supported the analysis and conclusion. These considerations bring, above all, proving the character of propositions, and particularly the hypothesis of the dissenting view. The denial of the idea of steady economic growth process in the Paraíba Valley has become, in this study, the fundamental object of scientific research in economic development of an important region of São Paulo that, with a prime location in the Rio - São Paul unites two major consumer centers in the country.en
