Economia criativa como alternativa para o local : Políticas Públicas e as contribuições da Cultura e do Turismo no Município de Guaratinguetá/SP

Abstract

Resumo: A Economia Criativa (EC) é definida como um conjunto de atividades econômicas baseadas no conhecimento. O uso intensivo do talento criativo, incorporando técnicas ou tecnologias, agrega valor ao capital intelectual e cultural. Além disso, a associação entre cultura, turismo e economia criativa gera riqueza e favorece o desenvolvimento. Assim, esta investigação tem como objetivo compreender como está estruturada a economia criativa em Guaratinguetá-SP a partir da dimensão da cultura e do turismo e sua contribuição para o desenvolvimento local. A metodologia utilizada foi levantamento bibliográfico e pesquisa documental referente à EC. Com relação à abordagem, adotou-se o método qualitativo. Os dados foram coletados no Portal de Transparência da Prefeitura, em sites públicos como o do IBGE e em sites privados confiáveis, como o da FIRJAN. Neste último foram coletados dados relativos ao mapeamento da Economia Criativa no município, realizado pelo Instituto FIRJAN de Desenvolvimento Municipal entre os anos de 2010 a 2017. Os resultados evidenciaram que, mesmo com a redução da participação do setor criativo no mercado brasileiro entre os anos de 2015 e 2017, o setor apresenta forte tendência de crescimento. Também se constatou que o patrimônio territorial do município de Guaratinguetá é um importante vetor no que concerne ao crescimento do setor criativo, sendo que o turismo, alinhado aos aspectos histórico-culturais, é a base da EC no município em questão. As políticas de investimento voltadas para o turismo e a cultura têm aumentado, mas ainda há muitos desafios. No entanto, existe a compreensão de que o setor cultural, juntamente com o setor de turismo, pode contribuir para o crescimento econômico e o desenvolvimento. Concluindo, pode-se afirmar que a EC constitui um vetor crucial para o desenvolvimento local, contribuindo na geração de emprego e renda para o município.

Abstract: The Creative Economy (CE) is defined as a set of economic activities based on knowledge. The intensive use of creative talent, incorporating techniques or technologies, adds value to the intellectual and cultural capital. Moreover, the association between culture, tourism and creative economy generates wealth and favors development. Thus, this research aims at understanding how the creative economy is structured in Guaratinguetá-SP from the cultural and tourism dimensions and its contribution to local development. The methodology used was a bibliographical survey and documentary research related to the CE. Regarding the approach, the qualitative method was adopted. The data were collected from the Transparency Portal of the City Hall, public sites such as IBGE, and reliable private sites such as FIRJAN. In the latter, data were collected regarding the mapping of the Creative Economy in the municipality, carried out by the FIRJAN Institute for Municipal Development between the years 2010 and 2017. The results showed that, even with the reduction in the participation of the creative sector in the Brazilian market between the years 2015 and 2017, the sector shows a strong growth trend. It was also found that the territorial heritage of the municipality of Guaratinguetá is an important vector with regard to the growth of the creative sector, and tourism, aligned with the historical-cultural aspects, is the basis of CE in the municipality in question. Investment policies focused on tourism and culture have increased, but there are still many challenges. However, there is an understanding that the cultural sector, along with the tourism sector, can contribute to economic growth and development. In conclusion, it can be said that CE is a crucial vector for local development, contributing to the generation of employment and income for the municipality.
