Avaliação do programa de aquisição de alimentos no projeto cinturão verde no município de Imperatriz (MA)

Abstract

Resumo: As políticas públicas no Brasil necessitam de transformação e redirecionamento no que tange aos projetos da agricultura familiar. Rever essas políticas poderá ter como consequência um novo modelo de desenvolvimento econômico regional baseado na produção agrícola, que o País necessita urgentemente. A realização desta pesquisa tem como questão norteadora descrever como o Programa de Aquisição de Alimentos (PAA) contribui para o desenvolvimento dos agricultores familiares do Projeto Cinturão Verde do município de Imperatriz (MA). A partir dessa realidade, o principal objetivo deste estudo é verificar a melhoria na qualidade de vida desses agricultores participantes da política pública implantada com o Programa de Aquisição de Alimentos. A investigação se fez por meio de coleta de dados em uma abordagem qualitativa com caráter exploratório descritivo. Estabeleceram-se algumas ações específicas, como compreender o acesso dos agricultores ao Projeto Cinturão Verde; a funcionalidade desse Projeto; como se dá o acesso dos agricultores ao Programa de Aquisição de Alimentos e como o PAA contribui para o aumento da produção. Ao mesmo tempo, investiga-se se houve melhoria na qualidade de vida dos participantes do Projeto com o envolvimento no Programa, e se essa participação promoveu aumento de renda para o grupo. Nesta pesquisa optou-se pela entrevista com formulário, da qual participaram dez agricultores familiares e um agrônomo do projeto Cinturão Verde do município de Imperatriz(MA). Os dados coletados na pesquisa de campo foram tratados e analisados pela técnica de análise de conteúdo. O critério de seleção dos participantes deu-se por acessibilidade. Os resultados confirmam que o Programa PAA contribui para o desenvolvimento dos agricultores por aumentar a produção e a renda, e, consequentemente, o poder aquisitivo, melhorando a qualidade de vida. Por outro lado, identificou-se uma fragmentação na gestão do Programa com atraso nos pagamentos e ausência de acompanhamento na aplicação dos recursos.

Abstract: The public politics in Brazil need transformation and redirection in what it refers to the projects of familiar agriculture. To review these politics will be able to have as consequence a new model of based regional economic development in the agricultural production that the Country needs urgently. The accomplishment of this research has as north question to describe as the Program of Acquisition of Alimentos (PAA) contributes for the development of the familiar agriculturists of the Project Cinturão Verde of the city of Imperatriz (MA). From this reality, the main objective of this study is to verify the improvement in the quality of life of these participant agriculturists of the implanted public politics with the Program of Acquisition of Foods. The inquiry if made by means of collection of data in a qualitative boarding with descriptive exploratory character. Some specific actions had been established, as to understand the access of the agriculturists to the Project Cinturão Verde; the functionality of this Project; as if of the o access of the agriculturists to the Program of Acquisition of Foods and as the PAA it contributes for the increase of the production. At the same time, it is investigated if it had improvement in the quality of life of the participants of the Project with the envolvement in the Program, and if this participation promoted increase of income for the group. In this research it was opted to the interview with form, of which they had participated to ten familiar agriculturists and an agronomist of the project Cinturão Verde of the city of Imperatriz (MA). The data collected in the field research had been dealt with and analyzed for the technique content analysis. The criterion of election of the participants was given for accessibility. The results confirm that Program PAA contributes for the development of the agriculturists for increasing the production and the income, and, consequently, the purchasing power, improving the quality of life. On the other hand, one identified to a spalling in the management of the Program with delay in the payments and absence of accompaniment in the application of the resources
