O desenvolvimento da microrregião de imperatriz, no estado do Maranhão : a contribuição do município de Imperatriz

Abstract

Resumo: A centralidade é objeto de estudo há décadas, de maneira que seja possível entender, entre outros motivos, o que faz com que determinada localidade ou região se estabeleça como lugar central, a ponto de atrair trabalhadores, empresas e organizações. Sob essa perspectiva, estabeleceu-se como objetivo deste estudo, analisar de que forma a centralidade exercida pelo município de Imperatriz - MA contribui para o desenvolvimento dos municípios que compõem a microrregião de Imperatriz, fato que configura a relevância da pesquisa, que é entender como os benefícios advindos desta centralidade contribuem para o desenvolvimento dos demais municípios da microrregião, considerando que a cidade é referência para diversos serviços como os de saúde, educação, oportunidades de emprego e serviços públicos. Para tanto, optou-se pelo método descritivo e exploratório, utilizando uma abordagem qualitativa, acrescida de análise da literatura e de dados secundários. Os resultados foram apurados por meio da construção de uma linha do tempo, que possibilitou verificar quais fatores contribuíram para o estabelecimento da centralidade de Imperatriz - MA, além de realizar o exame de indicadores disponíveis em bases oficiais publicadas pelo Governo Federal, como resultado dos censos a partir do ano de 1991, além de consultas ao site do Ministério do Trabalho que disponibilizou dados a partir de 1985, entre outros, o que permitiu identificar as condições socioeconômicas dos municípios da microrregião. Verificaram-se as oportunidades geradas por diferentes mercados de trabalho e finalmente conhecer os serviços públicos disponíveis em Imperatriz – MA, demonstrando que a relação entre os municípios vai além da busca de serviços em geral, mas também que as ações constantes do pacto federativo reforçam ainda mais esta dependência, pois os municípios não possuem os recursos necessários para atender as obrigações legais que seriam responsabilidade municipal. Tais fatores, em conjunto, colaboram para a centralidade de Imperatriz - MA, que continua a referência de oportunidades e de atendimento das demandas da população da região.

Abstract: The centrality has been studied for decades, so that it is possible to understand, among other reasons, what makes a certain locality or region as a central place, to the point of attracting workers, companies and organizations. From this perspective, the purpose of this study was to analyze how the centrality exercised by the municipality of Imperatriz - MA contributes to the development of the municipalities that make up the Imperatriz microrregion, a fact that shapes the relevance of the research, which is to understand how the benefits derived from this centrality contribute to the development of the other municipalities of the micro-region, considering that the city is a reference for several services such as health, education, employment opportunities and public services. For that, the descriptive and exploratory method was chosen, using a qualitative approach, plus analysis of the literature and secondary data. The results were verified through the construction of a timeline, which allowed to verify which factors contributed to the establishment of the centrality of Imperatriz - MA, as well as to carry out the examination of the indicators available on official bases published by the Federal Government, as a result of censuses since 1991, in addition to consultations with the website of the Ministry of Labor that provided data from 1985, among others, which allowed the identification of the socioeconomic conditions of the municipalities of the microrregion. The opportunities generated by different labor markets were verified and finally the public services available in Imperatriz - MA, demonstrating that the relationship between the municipalities goes beyond the search for services in general, but also that the actions contained in the federal pact reinforce still this dependence, since the municipalities do not have the necessary resources to meet the legal obligations that would be municipal responsibility. These factors, together, contribute to the centrality of Imperatriz - MA, which continues the reference of opportunities and meeting the demands of the population of the region.
