Gestão ambiental pública local : um estudo no município de Goiatuba (GO

Abstract

Resumo: Este estudo procura investigar a estrutura da gestão ambiental pública do município de Goiatuba, estado de Goiás, com objetivo de analisar documentos que atestam a sua competência para gerir as questões ambientais de interesse local. Analisa, também, o conteúdo desses documentos a fim de discutir a sua efetividade no processo de gestão. A partir dessa análise busca-se identificar se a estrutura de gestão ambiental do município foi capaz de cumprir com eficácia e eficiência as suas atribuições legais e atender de forma satisfatória os munícipes que utilizaram seus serviços. Para tanto, realizou-se pesquisa bibliográfica e documental com aplicação de entrevista semiestruturada. A pesquisa é qualitativa quando à abordagem e descritiva quanto ao objetivo. O tratamento dos resultados se deu por análise de conteúdo, mediante a organização dos documentos coletados em cinco momentos. O primeiro refere-se à pré-análise, seguida em um segundo momento de leitura flutuante, cuja finalidade é quantificar e classificar o material; depois os documentos foram separados por categorias e selecionados para análise de acordo com sua relevância. Por fim, esses documentos selecionados e as respostas dos entrevistados foram tratados e analisados. Essa fase foi dividida em outras três. Uma primeira análise procurou verificar se o Município cumpriu as exigências legais federais; a segunda fase se refere ao cumprimento das exigências legais estaduais e, por fim, foi realizada e apresentada a análise das entrevistas. A percepção dos entrevistados e a análise dos documentos apontam que o Município carece de gestão e organização institucional, cumpre poucos requisitos legais federais e estaduais, porém mantém uma estrutura de gestão ambiental pública em funcionamento.

Abstract: This study aims to investigate the structure of public environmental management in the city of Goiatuba, state of Goiás, in order to analyze documents that attest to its competence to manage environmental issues of local interest. It also analyzes the content of these documents in order to discuss their effectiveness in the management process. Based on this analysis, it is sought to identify whether the municipality's environmental management structure was able to effectively and efficiently fulfill its legal duties and satisfactorily meet the municipalities that used its services. For that, a bibliographical and documentary research was carried out with semi-structured interview application. The research is qualitative when approaching and descriptive regarding the objective. The treatment of the results was by analysis of content, through the organization of the documents collected in five moments. The first one refers to the pre-analysis, followed in a second floating reading moment, whose purpose is to quantify and classify the material. Then the documents were separated by categories and selected for analysis according to their relevance. Finally, these selected documents and respondents' responses were treated and analyzed. This phase was divided into three others. A first analysis sought to verify if the Municipality fulfilled the federal legal requirements. The second phase refers to the fulfillment of the state legal requirements and, finally, the interview analysis was performed and presented. The perception of the interviewees and the analysis of the documents indicate that the Municipality lacks institutional management and organization, meets few federal and state legal requirements, but maintains a public environmental management structure in operation.
