Analysis of diagnostic research of IPEA and IBGE institutions [Análise de pesquisas de diagnóstico das Instituições de Pesquisa Governamentais Federais Brasileiras]

Abstract

This study, developed through research conducted at the federal governmental institutions IBGE and IPEA, has as its theme the diagnostic methodologies for development planning, since the assertive decision-making and public policy-making are based on a proper understanding of the reality of a city or region, expressed by indicators and statistical measurements. The main objective is to analyze the research carried out by Brazilian federal governmental institutions from the premises recommended by Stiglitz, Sen and Fitoussi to evaluate the development of a local, region or country. It was performed a systematization of indicators developed by IBGE and IPEA institutions, such as continuous PNAD, the Household Budget Survey, Census, System Social perception of Education. The study found that the institutions studied partially meet the recommendations of the authors, and this situation reflects the complexity of coordination between the dimensions that compose the concept of development, and such a situation may interfere with decision-making for public policies planning.
