Abstract

Identify the taxes benefits policies for attraction of industries in Jacareí, São José dos Campos, Taubaté and Guaratinguetá on the beginning and ending os the twentieth centuryin Taubaté. This policy is displaced of criteria and the politicians have no critique to their adoption. The industrial alternative as a solution for the employment problem resists. But it doesn't guarantee sustainable development. Almost all the industries are out of activity. The most recent, are part of productive sectors of main companies and are settle down in their proximities, using the benefits, showing a continuity of dependency of transnational and other industries, what results in few benefits for the cities where they are located.
