Políticas Públicas para o Agronegócio : uma análise a partir da percepção dos produtores e representantes do estado de Rondônia

Abstract

Resumo: Esta pesquisa tem como tema as políticas públicas voltadas ao desenvolvimento regional do estado de Rondônia. A partir daí indaga-se qual é a influência dessas políticas direcionadas ao agronegócio rondoniense, no período de 2007 a 2017, na percepção de produtores e representantes. O objetivo geral deste estudo é a análise das políticas públicas governamentais no processo de desenvolvimento regional do estado de Rondônia, a partir da percepção dos produtores e participantes do agronegócio rondoniense. A pesquisa é descritiva e exploratória quanto aos objetivos, e no que concerne ao procedimento adotado é uma pesquisa de campo, embora apresente alguns traços da pesquisa bibliográfica por utilizar material teórico já publicado. A abordagem deu-se por acessibilidade e a pesquisa é também qualitativa e quantitativa. Os resultados, obtidos, a partir da análise de conteúdo, mostram que os produtores participantes da pesquisa pouco percebem a existência, uso e importância das políticas públicas, enquanto os presidentes de cooperativas e associações percebem essas políticas como instrumentos do Estado, utilizados no agronegócio, que devem ser aperfeiçoados a fim de fomentar ainda mais o desenvolvimento regional. Conclui-se que as políticas públicas direcionadas ao agronegócio devem ser mais bem propostas e executadas, para que tenham maior alcance e eficácia na população da agroindústria.

Abstract: This research has as its theme the public policies focused on regional development in the State of Rondônia, and from there it is investigated: In what way the public policies fomented in the agribusiness influence in fact the regional development of the State of Rondônia in the period corresponding to the years from 2007 to 2017. The general objective is to analyze the public policies in the process of regional development in the State of Rondônia in the period from 2007 to 2017, from the perspective of the producers and participants of the agribusiness in Rondônia. The methodology applied in terms of its objectives, between descriptive and exploratory, in what concerns the adopted procedure, is a field research, in spite of presenting some traces of the bibliographic research, given the use of theoretical material already published, and regarding the approach, it is demonstrated in the qualitative modality and by accessibility. The results of the data analysis showed that the producers who answered the questionnaires perceive little or do not perceive the existence, use and importance of public policies; while the presidents of cooperatives and associations affirm that public policies are the instrument by which the state has established itself in agribusiness and an instrument that must be improved in order to further foster the regional development of the state through agribusiness. It is concluded, therefore, that the public policies directed to agribusiness must be better proposals and executed, in order to have greater reach and to obtain greater efficiency for the population of the agribusiness.
