A contribuição do Serviço Social na operacionalização da política de assistência estudantil na UNIFESP : o olhar da Comissão PAPE/PBP

Abstract

Resumo: A dissertação aborda a construção dos programas de auxílios para estudantes na Universidade Federal de São Paulo e a contribuição do profissional de Serviço Social neste trabalho. As políticas de assistência estudantil nas universidades têm a prerrogativa de proporcionar melhores condições de permanência aos estudantes matriculados, principalmente aos que são identificados com os critérios estabelecidos pela legislação como em situação de vulnerabilidade socioeconômica. Porém, percebe-se as implicações da contrarreforma vigente nas políticas sociais brasileiras, incluindo a Educação Superior, impactam as ações e apresentam novas demandas, exigindo das universidades novas respostas a estas demandas. Nesta mediação, situa-se o profissional de Serviço Social que, por sua autonomia, vincula-se ética e politicamente ao público estudantil. A pesquisa objetivou conhecer o trabalho das assistentes sociais da Comissão PAPE/PBP na Universidade Federal de São Paulo acerca das demandas estudantis. Como objetivos específicos buscou-se investigar como a política de assistência estudantil é operacionalizada na Comissão PAPE/PBP da UNIFESP, verificar as ações desenvolvidas pelas assistentes sociais nos Núcleos de Apoio ao Estudante dos campi desta Universidade e identificar novas possibilidades de intervenção profissional, a partir do reconhecimento do perfil atual do estudante da UNIFESP. A abordagem é qualitativa, um estudo de caso com a Metodologia da História Oral na medida em que se pretendeu dar visibilidade aos sujeitos. A análise dos dados foi realizada por meio da técnica da triangulação, à qual permite a articulação das narrativas com o contexto onde foram produzidas e os autores que estudam as temáticas emergentes no discurso. Como resultados obteve-se o conhecimento acerca do trabalho realizado nos NAEs, na perspectiva do atendimento equitativo das demandas estudantis, apesar dos entraves percebidos, frutos do projeto mais amplo de expansão das universidades federais que trouxe rebatimentos nas políticas de permanência. O novo perfil do estudante, delineado pelas pesquisas de perfil realizadas pela UNIFESP, concretizado pela adesão da Universidade à Lei de Cotas e identificado pelas assistentes sociais também foi destacado. O trabalho realizado na Comissão Permanente de Estudos PAPE/PBP foi abordado, demonstrando que novas possibilidades podem ser alcançadas a partir da desvinculação de um processo burocrático e reducionista de "bolsificação" da assistência estudantil, com a perspectiva crítica e criativa das profissionais envolvidas neste trabalho.

Abstract: The dissertation addresses the development of the Student Assistance Policy at the Federal University of São Paulo and the contribution of the Social Work professional in this work. The Student assistance policies in universities have the prerogative to provide better conditions of stay for enrolled students, especially those that are identified with the criteria established by the legislation as being in a socioeconomic vulnerability situation. However, it's possible to note the implications of the current counter-reform in Brazilian social policies, including the higher education, which impacts the activities and presents new demands, requiring from the Universities answers to these demands. In this mediation, the social work professional is located, ethically and politically linked to the student population. The objective of the research was to identify the role of social workers at the Federal University of São Paulo - UNIFESP - about student demands. The specific objectives were to investigate how the student assistance policy was conceived in UNIFESP, to recognize the actions developed by social workers in the Student Support Centers - NAE - of the University campuses and identify new possibilities for professional intervention, based on the recognition of the current profile of the UNIFESP student. The approach is qualitative, a case study with the Oral History Methodology in order to give visibility to the subjects. The analysis of the data was done through the triangulation technique which allows the articulation of the narratives with the context where they were produced and with the authors who study the emergent themes in the speeches. As a result, knowledge was obtained on the work that has been done in the NAEs, in the perspective of equitable attendance of the student demands, in spite of the perceived obstacles, result of the project of expansion of the federal universities that brought consequences in the policies of permanence. The new profile of the student, pointed by the profile surveys conducted by UNIFESP and enforced by the adhesion of UNIFESP to the Law of Quotas and identified by the social workers was also highlighted. The work carried out at the Standing Committee on PAPE / PBP Studies was approached, demonstrating that new possibilities could be reached by the disengagement of the bureaucratic and assistentialist process of the Student Assistance Policy, from the critical and creative perspective of the professionals involved in this work.
