O lugar social da pessoa com deficiência intelectual = um estudo dos sentidos

Abstract

Resumo: Este trabalho tem como objetivo geral compreender os sentidos atribuídos pela pessoa com deficiência intelectual e seu representante legal sobre o seu lugar social a partir da participação em serviços oferecidos por instituições públicas que visam a promoção do exercício da cidadania. E tem como objetivos específicos: mapear e refletir o percurso histórico de conquistas de direitos sobre a pessoa com deficiência no Brasil; refletir sobre o significado do lugar social da pessoa com deficiência intelectual adulto na sociedade; refletir como os serviços sociais são capazes ou não de promover o exercício da cidadania à pessoa com deficiência intelectual adulta; analisar percepções, afetos e sentidos de pessoas adultas com deficiência intelectual e de seus representantes legais a partir da inserção em serviços que visem a promoção da cidadania. O trabalho fundamentou-se nos pressupostos teóricos e metodológicos da Psicologia Sócio Histórica e na historicidade das conquistas e direitos da pessoa com deficiência. A pesquisa tem natureza qualitativa com abordagem exploratória. A coleta de dados foi feita por acessibilidade por meio do contato junto à rede social da pesquisadora. Participaram da pesquisa duas pessoas adultas com deficiência intelectual que frequentam serviços vinculados às políticas públicas e suas respectivas mães. Utilizou-se como instrumento de coleta de dados a entrevistas semiestruturadas. A análise foi feita por meio da categoria de sentido–significado de Vigotski resultando em três núcleos de significação: a pessoa com deficiência intelectual: um ser desejante e consciente; a política pública e suas realidades contraditórias e os caminhos e descaminhos percorridos para o acesso às políticas públicas. Os resultados obtidos revelaram que houve um avanço na legislação brasileira e na promoção de garantias fundamentais à pessoa com deficiência. Entretanto, identifica-se que as políticas públicas nem sempre são acessíveis e que os serviços precisam investir em qualidade de atendimento para essa população. Considera-se que existe uma perspectiva de inclusão e de superação ideológica aos estigmas, que parte do conceito de deficiência como uma condição decorrente de multideterminações sociais, sendo assim, o processo histórico e dinâmico do desenvolvimento ganha importância. Percebeu-se também que as instituições vinculadas às políticas públicas destinadas ao atendimento da pessoa com deficiência tem potencial para promover o seu desenvolvimento ao exercício da cidadania, no entanto, dependem de investimento no conhecimento qualificado dos profissionais e da atuação interdisciplinar nos diferentes setores envolvidos nos serviços públicos. Por fim, dar voz a essa população revelou-se o quanto a produção dos sentidos tem caráter histórico e emerge a partir da relação com o outro por meio da mediação e da atividade na realidade concreta da vida.

Abstract: This article aims to understand the meanings attributed by people with intellectual disabilities and their legal representative about their social role from the participation in services offered by public institutions that promote the exercise of citizenship. The specific objectives are: to map and reflect the historical course of rights achievements on people with intelectual disabilities in Brazil; reflect on the meaning of the social role of the person with intellectual disability in society; reflect on how social services are capable or not of promoting the exercise of citizenship to the person with adult intellectual disability; to analyze perceptions, affects and senses of adults with intellectual disabilities and their legal representatives from the insertion in services aimed at promoting citizenship. The work was based on the theoretical and methodological assumptions of Socio-Historical Psychology and on the historicity of the achievements and rights of people with disabilities. The research has qualitative nature with exploratory approach. Data collection was made by accessibility through contact with the researcher's social network. Two adults with intellectual disabilities participating in public policy services and their respective mothers participated in the research. It was used as data collection instrument to semi-structured interviews. The analysis was made through Vigotski's category of meaning resulting in three cores of meaning: the person with intellectual disability: a desiring and conscious being; public policy and its contradictory realities, the ways and lacks to take access on public policies. The results obtained revealed that there was an advance in the Brazilian legislation and in the promotion of fundamental guarantees to the disabled person. However, it is identified that public policies are not always accessible and that services need to invest in quality of care for this population. It is considered that there is a perspective of inclusion and ideological overcoming of stigmas, which starts from the concept of disability as a condition arising from social multi-determinations, thus, the historical and dynamic process of development gains importance. It was also noticed that institutions linked to public policies aimed at caring for people with disabilities have the potential to promote their development to the exercise of citizenship, however, they depend on investment in the qualified knowledge of professionals and interdisciplinary action in the different sectors involved in the activities. public services. Finally, giving voice to this population has revealed how much the production of the senses has historical character and emerges from the relationship with the other through mediation and activity in the concrete reality of life.
