O Coronavírus e seu impacto na administração pública municipal

Abstract

Resumo: A pandemia do novo coronavírus SARS-CoV 2 afetou a rotina de todos os países ao redor do mundo, impactando as ações em todas as esferas da vida destas populações. Por certo, a Administração Pública não pode evitar ser afetada pela nova doença e, no caso específico do Brasil, efeitos foram surtidos também em âmbito municipal. O presente trabalho visa analisar quais foram os efeitos que esta nova doença deflagrou na esfera municipal, usando como exemplos três municípios do Vale do Paraíba, seus impactos no orçamento público, a transposição de valores de outras áreas para a saúde, as dificuldades encontradas pelos Chefes dos Executivos e pelos Legislativos destas localidades, não esquecendo de analisar também o impacto trazido ao funcionalismo público, em especial com o advento da Lei Complementar nº 173, de 27 de maio de 2020, medidas todas ocasionadas pela nova realidade do convívio com o coronavírus. Para a produção deste trabalho, foram utilizadas legislações, doutrinas, pesquisas científicas e notícias relacionadas ao assunto.

Abstract: The pandemic of the new SARS-CoV 2 coronavirus affected the routine of all countries around the world, impacting actions in all spheres of life for these populations. Certainly, the Public Administration cannot avoid being affected by the new disease and, in the specific case of Brazil, effects were also felt at the municipal level. The present work aims to analyze what were the effects that this new disease triggered in the municipal sphere, using as examples three municipalities of the Vale do Paraíba, its impacts on the public budget, the transposition of values from other areas for health, the difficulties encountered by the Chiefs of the Executives and the Legislatives of these locations, not forgetting to also analyze the impact brought to the civil service, especially with the advent of Complementary Law 173, of May 27, 2020, measures all caused by the new reality of living with the coronavirus. For the production of this work, legislation, doctrines, scientific research and news related to the subject were used.
