Caracterização dos impactos provocados pelo turismo na paisagem urbana do Centro Histórico de São Luís do Paraitinga - SP, entre 2002 e 2007

Abstract

Resumo: Este trabalho tem como objetivo a caracterização dos possiveis impactos ocasionados pelo desenvolovimento do turismo da paisagem urbana do Centro Histórico de São Luiz do Paraitinga, no período entre 2002 à 2007. Esta caracterização implica na identificação e análise de impactos sobre a estrutura urbana e sobre o conjunto edilício, componentes essenciais da paisagem urbana em transformação neste período. O município está localizado no Vale do Paraíba, ás margens da SP 125 - Rodovia Dr. Oswaldo Cruz entre as cidades de Taubaté e Ubatuba. Considerando o turismo como as atividades decorrentes da permanência de pessoas em um determinado local, ele é uma atividade que provoca impactos, positivos e negativos. Atualmente o turismo está em expansão em São Luiz do Paraitinga, onde a atividade turística surgiu de forma não planejada por volta de 1980, quando a cidade foi descoberta com destino turístico pelos primeiros viajantes, atraídos principalmente pela sua cultura. Dois fatos são marcantes no desenvolvimento do turismo em São Luiz do Paraitinga: o resgate do carnaval de rua da cidade em 1981 e o tombamento do Centro Histórico pelo CONDEPHAAT em 1982. O principal tipo de turismo praticado na cidade é o cultural, tendo como principal atrativo turístico suas festas religiosas e profanas, o que faz da paisagem urbana um fator atrativo essencial devido a importância de seus edifícios e da estrutura urbana históricos. Como marco do desenvolvimento do turismo em São Luiz do Paraitínga está à elevação da cidade à categoria de Estância Turística do Estado de São Paulo em 2002, fato que propiciou á São Luiz recursos para a realização de obras para o incremento do turismo. Além disso, a cidade é descoberta pela mídia e passou a ser conhecida e divulgada como a terra das marchinhas, ou como a cidade do carnaval de marchinhas. Com relação à paisagem urbana do Centro Histórico, nota-se que esta vem sofrendo com o processo de turistificação, através da execução de obras de infra-estrutura urbana ou pelas intervenções tombadas, sejam de reforma ou ampliação da área construídas dos imóveis. Essas intervenções nestes componentes da paisagem urbana tem como objetivo adequação da imagem da cidade para o consumo turístico. Ou seja, a paisagem do Centro Histórico vem sendo readequada como recurso turístico, quando o patrimônio adquire um novo uso e um valor, neste caso econômico.

Abstract: This work aims to characterize the possible impacts caused by the development of tourism on the urban landscape of the Historical Centre in São luiz do Paraitinga, in the period of 2002 and 2007. This characterization implies in the identification and analysis of impacts on the urban structure and on the building group, essential components of the urban landscape in transformation within in this period. The city is located in the Vale do Paraíba, on road SP 125 – Rodovia Dr. Oswaldo Cruz between the cities of Taubaté and Ubatuba. Considering tourism as an activity in which people stay in a certain place, it is an activity that causes positive and negative impacts. Presently tourism is growing in São Luiz do Paraitinga, where tourist activity started in an unplanned way around the year of 1980, when the city was discovered as a tourist destination by the first travelers attracted mainly by the city culture. Two facts are remarkable in the tourism development of São Luiz do Paraitinga: the rescue of the street carnival in 1981 and the Historical Centre Protection Department by CONDEPHAAT in 1982. The principal type of tourism enjoyed in the city is the cultural one, having the urban landscape an essential attractive factor owing to the importance of its old Architecture and the historical urban landscape. As a milestone of the tourism development in São Luiz do Paraitinga is the promotion of the city to a Touristic Resort in the State of São Paulo in 2002, what brought resources to São Luiz to help develop facilities for the improvement of tourism. Furthermore, the city was discovered by the media and started to be acknowledged and known as the territory of "carnival songs", or as the carnival’ songs city. As to the urban landscape of the Historical Centre, it can be we noticed that is has been undergoing a tourist process, through the new urban infrastructure constructions or by the modification in the protected buildings, either due to remodeling or the enlargement of the buildings constructed area. These changes in the components of the urban landscape have as an objective the preparation of the city for the tourist consumption of places, that is, the landscape of the Historic Centre has been remodeled as a tourist resource, that, at the moment acquires a new economic use and value.
