Desenvolvimento e desequilíbrio regional no Vale do Paraíba : uma abordagem das disparidades econômicas e tecnológicas

Abstract

Resumo: Analisar o crescimento econômico do Vale do Paraíba, e ao mesmo tempo identificar suas bases como as de um modelo de crescimento desequilibrado, constitui o objetivo central deste trabalho. O desequilíbrio regional é tratado com a concepção da impossibilidade de um sistema que apresente equilíbrio estável. Procurou-se mostrar que, ao afastar-se do estado de equilíbrio, a tendência na dinâmica do crescimento com desequilíbrio é aumentar as desigualdades regionais. A questão das desigualdades é analisada a partir dos modelos formais das duas principais correntes teóricas-a do crescimento convergente e a do crescimento divergente. A influência do progresso tecnológico como fator de determinação das desigualdades é, ao final,explorada, por se tratar de variável associada aos efeitos propulsores do processo de urbanização e de consolidação de pólos industriais. A proposta fundamental e de caráter conclusivo é a busca de meios e instrumentos de neutralização dos efeitos regressivos que convirjam para minimizar o conflito entre a eficiência na alocação dos recursos e a eqüidade na distribuição dos frutos do progresso tecnológico. De forma geral, o estudo integrou instrumentos de políticas que promovem um crescimento mais equilibrado do ponto de vista espacial, próprios dos estudos de Organização industrial e da Economia Regional e Urbana.

Abstract: To analyze the economic growth of the Valley of the Paraíba and at the same time to identify its bases as of a model of unbalanced growth, constitutes the central objective of this work. The regional disequilibrium is dealt with the conception of the impossibility of a system that presents steady balance. When moving away itself from the balance state, one searched to show that the trend in the dynamics of the growth with disequilibrium is the increase of the inequalities regionais. A question of the inequalities is analyzed from the formal models of two main theoretical chains of the convergent growth and of the divergent growth. The influence of the technological progress as factor of determination of the inequalities is to the explored end, for if dealing with 0 variable associated with the propeller effect of the process of urbanization and consolidation of industrial polar regions. The proposal basic and of half conclusive character is to search e instruments of neutralization of the regressive effect that convirjam to minimize the conflict between efficiency in the allocation of the resources and the fairness in the distribution of the fruits of the technological progress. Of general form the study it integrated instruments of politics that more promote a growth balanced of the space point of view, proper of the studies of industrial Organization and the Regional and Urban Economy.
