Abstract

This paper aims to discuss the implementation possibilities of the Sistema Único de Assistência Social-Suas in Vale do Paraíba area, specially in Taubaté, foucusing the city particularities and the conservative culture of the social network and it's non profit organizations. The Sistema Único de Assistência Social-Suas is a new model of social aid administration, which aims to integrate services and actions to attend the social necessities of this policy. In the conservative culture, present on the assistencial practices, the privileges are put against the rights. The challenge is to break the assistance vision and the tradicional culture of right rejection managed by the clientelism and meritocracy.
