Title: Biotechnology and regional regionalization of health: Implications for the construction of interfederative health networks [Regionalização da saúde: Implicações à construção de redes de saúde interfederativas]

Abstract: The objective of this study is to analyze the regionalization of actions and services through the construction of interfederative health networks of the mesoregion of Bico do Papagaio, TOPAMA Network, and the region of the São Francisco Valley, PEBA Network, based on the health pact. Having the research theme anchored in a new strategy of organization of the health services, a documentary research was carried out, with content analysis, having the documents of the QualiSUS-Rede Subproject of the TOPAMA Network and the PEBA Network as the focus of analysis. The results revealed that the TOPAMA Region is not yet equipped with the necessary elements for the full operation with integration of actions and services to meet the demands of the population. In the PEBA region, the network is articulated and hierarchical, however, with the need to define new strategies to overcome the challenges of geographical barriers to guarantee assistance and access to health services and actions. It is concluded that, in order to guarantee integrated and equitable health care with shared management, federations, beyond their own interests and bureaucratic limitations, must move strategically and in tune to ensure regional development, active citizenship and the well-being of the population. © 2018, Universidade de Taubate.
