Abstract: Due to the macroeconomics contextualization of the last decades, we've watched, in the inner cities of São Paulo state, to a development of a populational contingent in the medium size cities. These changings make it necessary to reorganize the urban areas, even more because of the property valorization point of view. Through this behavior, we observe the configuration of new urban scenery with the increasing of the local segregation. In order to minimize these and other peculiar problems to the urban expansion process, the Director Planning and its ramifications of urban expansion are presented as instruments of local planning and organization. With the increasing of the population contingent without the right planning made by the public organs, it appears, in the urban expansion surroundings, social environmental problems. In this perspective, it is suggested, in this study, a reflection about the relation of these new urban areas with social environment problem due to a segregation urban process, showing cases of inner cities as Guaratinguetá, Lorena and Taubaté.
