Planejamento operacional situacional : proposta de um novo modelo de planejamento operacional para a Polícia Civil do Estado de Rondônia

Abstract

Resumo: O presente estudo aborda o planejamento operacional da Polícia Civil do Estado de Rondônia, levando em consideração o impacto do acelerado aumento populacional da última década com o advento do desenvolvimento regional do Estado e o aumento dos índices criminais. Dessa forma, o título do estudo - Planejamento Operacional Situacional: proposta de um novo modelo de planejamento operacional para a Polícia Civil do Estado de Rondônia - objetivo analisar as exigências para a elaboração de um modelo que possibilite novas estratégias para o Planejamento Operacional da Polícia Civil do Estado de Rondônia. A metodologiatraçou o desenvolvimento de um estudo descritivo, e exploratório, com abordagem quantitativa e qualitativa. A coleta de dados se deu por análise documental e questionário estruturado aplicado a cinco analistas criminais, dez delegados de polícia e 15 chefes do Serviço de Investigação e Captura (SEVICS), todos pertencentes ao quadro de carreira da instituição estadual. A análise de dados foi feita por tratamento estatístico e técnica de sensemaking. Com base no modelo de planejamento operacional adotado pela Polícia Civil do Estado de Rondônia entre 2007 e 2016, e dada a identificação de possíveis fragilidades dos referidos modelos, este estudo buscará possibilitar a promoção de um novo modelo de planejamento operacional situacional, que viabilize a execução e otimize o tempo gasto com a elaboração do plano de aplicação da operação policial. Os resultados mostram que houve um aumento no número de registros de ocorrências policiais de 757,3 % no período estudado; que há concordância na fala dos investigados quanto às dificuldades, como falta de estrutura, de servidores, e de capacitação com técnicas novas. Em contrapartida sugeriram investimentos no aparato policial, com viaturas e material bélico superior ao utilizado pelas organizações criminosas e capacitação continuada com técnicas operacionais mais eficazes. Certificou-se, neste estudo, que a área da Segurança Pública, em particular da Polícia Civil, o PES, pode ser considerada como uma metodologia auxiliar no processo de melhorias, ao possibilitar a participação, comunicação, flexibilização, tomadas de decisão e liderança, tudo isso desenhado com auxílio de avaliações continuadas.

Abstract: The present study deals with the operational planning of the Civil Police of the State of Rondônia, taking into account the impact of the accelerated population increase of the last decade with the advent of the regional development of the State and the increase of criminal indices. Thus, the title of the study - Operational Situational Planning: proposal of a new model of operational planning for the Civil Police of the State of Rondônia - objective to analyze the requirements for the elaboration of a model that allows new strategies for Operational Planning of the Civil Police of the State of Rondônia. The methodology traced the development of a descriptive and exploratory study, with a quantitative and qualitative approach. The data collection was done by documentary analysis and structured questionnaire applied to five criminal analysts, ten police delegates and 15 heads of the Investigation and Capture Service (SEVICS), all belonging to the career frame of the state institution. Data analysis was done by statistical treatment and sensemaking technique. Based on the operational planning model adopted by the Civil Police of the State of Rondônia between 2007 and 2016, and given the identification of possible weaknesses of these models, this study will seek to promote a new model of situational operational planning that will enable execution and optimize the time spent with the preparation of the implementation plan of the police operation. The results show that there was an increase in the number of records of police incidents of 757.3% in the period studied; that there is agreement in the speech of the investigated ones regarding the difficulties, as lack of structure, of servers, and of training with new techniques. On the other hand, they suggested investments in the police apparatus, with vehicles and war material superior to that used by criminal organizations and continuous training with more effective operational techniques. It was certified in this study that the Public Security area, in particular the Civil Police, PES, can be considered as an auxiliary methodology in the improvement process, by enabling participation, communication, flexibility, decision-making and leadership, all designed with the aid of continuous evaluations.
