Arranjo de desenvolvimento educacional : possibilidades para a melhoria da Educação no Oeste do Estado do Maranhão

Abstract

Resumo: Esta dissertação tem por objeto de estudo o modelo de cooperação denominado Arranjo de Desenvolvimento Educacional da Região dos Açaizais – ADERA. Seu objetivo é analisar o papel do ADERA no enfrentamento das dificuldades educacionais na Região Oeste do Estado do Maranhão. A problematização gira em torno dos efeitos desse modelo de colaboração intermunicipal no panorama educacional, vivenciado pelas redes de ensino dos municípios participantes. Foi realizada uma pesquisa de natureza quali-quantitativa, de cunho descritivo e delineada por pesquisa de campo. O primeiro momento da pesquisa consistiu em revisão bibliográfica e análise documental para contextualizar a região nos seus aspectos econômico- educacionais, dando ênfase ao ADERA e às ações desenvolvidas no território a partir desse formato de colaboração horizontal. O segundo momento consistiu em uma coleta de dados por meio de dois instrumentos:um questionário aplicado à equipe de governança do ADERA e entrevista com os presidentes dos Conselhos Municipais de Educação. Para o tratamento dos dados, utilizou-se o programa de análise estatística descritiva Alpha de Cronbach, e, para a análise fatorial, o KMO e o software SPSS, com os resultados apresentados em tabelas. As entrevistas foram analisadas segundo a análise de conteúdo de Bardin. Os resultados apontaram que o ADERA possibilitou estabelecer parcerias entre os municípios envolvidos, com a construção de uma agenda de estratégias conjuntas visando o aprimoramento da educação municipal, o desenvolvimento de ações como a formação continuada dos educadores, o fortalecimento dos Conselhos Municipais de Educação e o intercâmbio de informações no território, o que faz com que esses entes estejam integrados numa rede de corresponsabilidade. Como limitações, foi possível verificar ausência de aporte financeiro, baixo envolvimento de prefeitos e vereadores e a rotatividade nas Secretarias de Educação. Conclui-se que, a despeito desses entraves, o ADERA gerou benefícios, como a união de esforços em prol da melhoria educacional no território e a maior integração dos Conselhos Municipais de Educação com as equipes técnicas das Secretarias Municipais de Educação no compartilhamento de ações, fatores primordiais na produção de uma política pública educacional equitativa.

Abstract: This dissertation aims to analyze the role of the cooperation model called Educational Development Arrangement of the Açaizais Region - ADERA in facing educational difficulties in the Western Region of the State of Maranhão. The problematization envolves the effects of this model of intermunicipal collaboration in the educational panorama experienced by the education networks of the participating municipalities. A qualitative and quantitative research was employed, having a descriptive nature, and outlined by a field research. The first moment of the research consisted of the bibliographic review and documentary analysis to contextualize the region in its economic-educational aspects, emphasizing ADERA and the actions developed in the territory based on this horizontal collaboration format. The second stage consisted of data collection using two instruments, a questionnaire applied to the ADERA governance team and an interview with the presidents of the Municipal Councils of Education. As for the data treatment procedure, Cronbach's Alpha descriptive statistical analysis program, KMO and Factor Analysis using the SPSS software were used, with the results presented in tables. The interviews were analyzed following Bardin's content analysis. The results showed that ADERA made it possible to establish partnerships between the municipalities involved, building an agenda of joint strategies aimed at improving municipal education, with the development of actions such as the continuing education of educators, strengthening of municipal education councils and the exchange of information in the territory, which means that these entities are integrated into a co-responsibility network. As limitations, it was possible to verify the absence of financial contribution, low involvement of mayors and councilors and the turnover in the education departments. It is concluded that despite these obstacles, ADERA was able to generate benefits such as the union of efforts in favor of the educational improvement of the territory and the greater integration in the work of the Municipal Councils of Education with the technical teams of the municipal departments of education in sharing information. actions, factors that were paramount in the production of an equitable public educational policy shared in the territory.
